Consumer Assistance Program
The program provides two primary services:
Repair Assistance: Income-eligible vehicle owners whose cars have failed a biennial Smog Check can receive financial aid for emissions-related repairs. The assistance amounts are:
Up to $1,450 for 1996 or newer model year vehicles.
Up to $1,100 for 1976 through 1995 model year vehicles.
Vehicle Retirement: Owners may receive financial incentives to retire their high-polluting vehicles. The amounts are:
$1,500 or $2,000 for income-eligible individuals.
$1,350 for all others.
Eligibility for CAP depends on factors such as household income, vehicle ownership, and the vehicle's Smog Check history. Applications can be submitted online through the BAR's website.
